    • Advantages to build upon.
    • Disadvantages and how to overcome.
    • Constraints in meeting clients’ needs and expectations.

The Internal Assessment
  • Identify existing data sources.
  • Consider organizational issues (scope, functions, structure, and fiscal aspects).
